Steps and tools of PBM
PBM differs from other environmental management practices. Differences include the following:
- PBM is a continuous process where project status is update and evaluated throughout the project life-cycle
- Characterization is performed in a faster way by using innovative process optimization (IPO) or Triad
- The emphasis is on smarter, faster ways to achieve site characterization and Response Complete
- Implements RPO to optimize the Installations Restoration Program
- Promotes implementation of innovative contracting
- Promotes establishing a realistic exit strategy
- Shifts the focus onto results attained rather than steps completed
PBM can be accomplished by following a series of interactive steps. These include the following:
- Define organizational mission and strategic performance objectives
- Establish and integrate performance measurement system
- Establish accountability for performance
- Establish a process/system for collecting performance data
- Establish a process/system for analyzing, reviewing, and reporting performance data
- Establish a process/system for using performance information to drive improvement
PBM also employs several process tools to improve environmental programs:
- Risk/Liability Management Focus - Risk-based remediation, not restoration, and manage to minimize Air Force liability
- Presumptive Remedies
- Remedial Objectives Assessments (ROAs) - Do the objectives still make sense?
- Stream-lined Site Investigations (e.g., Triad)
- Private Sector Benchmarks
- Remedial Process Optimization (RPO) - Optimize the treatment or switch technology
- Performance-based Decision Documents
- Results-based Contracting - Pay for results, not activities
- Exit Strategy Documents
