Solution
The US Air Force first addressed the need to accelerate the installations' environmental restoration program by addressing long-term monitoring. Guidance documents were produced in 1997 that presented the concept of using decision trees to manage uncertainty in monitoring programs. In 2001, the AFCEE began to implement and formally insert remedial process optimization (RPO) into the Air Force restoration program. RPO gave the IRP manager the tools to systematic plan and develop dynamic work plans for implementing decision logic to manage restoration activities including Long-Term Monitoring. Now, the Air Force, through the AFCEE, has provided an overall approach to reducing overall cost and time to complete through Performance-Base Management (PBM). PBM is a holistic and systematic results-based assessment of restoration programs to expedite site closure. It focuses on systematic planning to address uncertainty management. It incorporates the following:
  • Clearly and accurately defining the environmental problem
  • Identifying stakeholder objectives
  • Updating and ensuring the accuracy of the conceptual site model (CSM)
  • Establishing an exit strategy
  • Implementing decision logic and analyses
  • Identifying and tracking performance-based metrics, and
  • Employing results-based contracts
There are several advantages and benefits to PBM:
  • Institutionalizes the DERP results-based-focus into the day-to-day implementation of response actions
  • Clearly identifies the environmental problem and evaluates the adequacy of the proposed solutions
  • Establishes the completion strategy - clarifies the response objective and the intended outcome
  • Shifts the focus onto results-basis rather than steps completed
  • Promotes establishing a realistic exit strategy while emphasizing smarter, faster ways to achieve site characterization and Response Complete (RC)
  • Promotes implementation of innovative alternate contracting and implements remedial process optimization (RPO) to optimize the installation's restoration program
  • Accelerates site closure
PBM helps stakeholders understand that:
  • It is in DOD's best interest to clean IRP sites
  • Cleanup resources are limited and cleanup does have an impact on the environment, and that
  • Remedial actions carry their own risks to human health and the environment.
