Air Force landfills are candidates for alternative remediation because:

  • Most have been inactive for a quarter century or more
  • They have no bottom linters
  • Most have produced limited groundwater contamination
  • The waste contains construction rubble, and is decayed

The Air Force has used "no further action" at about 12 percent of its closed landfill sites. Air Force landfills are good candidates for alternative remediation methods including: (1) no further action, (2) limited action, and (3) the ET landfill cover.

Use No Further Action if:

Avoid No Further Action if:

Contaminant pathways are incomplete Contaminant pathways are complete and threaten human health and the environment
Complete pathways do not threaten human health or the environment Groundwater plume is expanding or increasing in concentration
Groundwater plume is stable or decreasing in size/concentration Site specific requirements

Limited action is similar to "no further action" except that a specific action is required (e.g. potholes on the existing surface need to be filled to provide adequate surface drainage). Limited action is typically inexpensive compared to conventional remediation.

Use the ET Landfill Cover

Avoid the ET Landfill Cover

Where the PET/Precipitation ratio is greater than 1.2 Carefully evaluate requirements if the PET/Precipitation ratio is less than 1.2
Where adequate soil resources are available near the landfill Where the available soil is sandy, toxic, saline or otherwise unsuitable
Where the established goal for the landfill cover can be achieved by an ET landfill cover Where the goal for remediation can not be met by the ET landfill cover
