The ET landfill cover is rapidly gaining acceptance by regulators, the public, landfill owners and other interested parties. The initial work of Mitretek Systems is summarized in the paper Hauser et al. (2001).

The AFCEE has provided for Air Force managers and technical personnel, the most complete library of technical information on Alternative Landfill Remediation that is available. Resources available from AFCEE include the following:
  • 1999. Landfill Covers for Use At Air Force Installations
  • 1999. Survey of Air Force Landfills, Their Characteristics, and Remediation Strategies (includes database)
  • 1999. Decision Tool for Landfill Remediation
  • 1999. Landfill Remediation Project Managers Handbook
  • 2000. Golf Courses on Air Force Landfills
  • 2001. Vegetated Landfill Covers and Phytostabilization- The Potential for Evapotranspiration-Based Remediation at Air Force Bases
  • 2001. Alternative Landfill Covers (developed for the Interstate Technology Regulatory Council use at their landfill summit, 11 September 2001)

The regulatory community is actively working to enable use of ET Landfill covers. They have been used on non-military landfills in California, Arizona, Colorado, Kansas and other states.

Interstate Technology and Regulatory Council (ITRC)
"ITRC is a state-led national coalition dedicated to achieving better environmental protection through the use of innovative technologies." It is made up of partners including 40 states, the US Environmental Protection Agency, the US Department of Energy and the US Department of Defense and interested persons. In March 2003, to cover specific ET landfill covers that have been built in the US, the ITRC published "Technology Overview Using Case Studies of Alternative Landfill Technologies and Associated Regulatory Topics." The document presents examples of flexibility used in regulatory frameworks for approving alternative landfill cover designs, current research information about the use of alternative covers, and examples of approved designs and constructed covers. In December 2003, the ITRC also developed and published technical regulatory guidance on alternative landfill covers, "Technical and Regulatory Guidance for Design, Installation, and Monitoring of Alternative Final Landfill Covers". These two documents are available for download on the ITRC web site."

Alternative Landfill Cover Assessment Project
This project is a part of the US Environmental Protection Agency Superfund Innovative Technology Evaluation (SITE) Program. It is assessing the performance of various landfill cover systems, including both alternative designs and conventional RCRA designs, by installing field scale test covers in numerous locations around the country. Alternative landfill remediation and the ET landfill cover are being accepted by regulators and other interested parties. Therefore, the ET landfill cover is ready for use at Air Force Landfills.
