Regulatory Issues
Obtaining State and Federal regulatory approval is a necessary step for the deployment of this innovative ground water sampling approach. A central resource for regulatory issues is the ITRC website ITRC Diffusion Sampler Information Center. USGS/Navy/Air Force/ITRC/EPA/ACE and others produced a guidance document, User's Guide for Polyethylene-Based Passive Diffusion Bag Samplers to Obtain Volatile Organic Compound Concentrations in Wells - Part 1, Part 2 (March 2001). This document provides guidance for the application of diffusion samplers in the field and demonstration data from the laboratory and the field.

At McClellan Air Force Base (AFB), the State of California and the U.S. EPA Region 9 accepted diffusion samplers for routine use in sampling VOCs in ground water in their long-term monitoring program. McClellan AFB has sampled their wells with diffusion samplers, with and without comparison to conventional sample collection methods for a few quarters. A subset of their wells require sampling for other constituents such as metals and SVOCs and these wells will still be sampled with more conventional sampler collection methods.

Maturity
The use of passive diffusion bag samplers for groundwater investigations has received serious attention for only about five years. During this time laboratory experiments and field testing have provided data indicating the usefulness of the technology. At present there have been several field demonstrations and a users guide has been developed for implementation of the technology. Passive diffusion bag samplers are commercially available. Demonstration activities are ongoing, and several organizations, including AFCEE, AFBCA, and the Interstate Technology Regulatory Council (ITRC) , are striving for the broad acceptance of the technology.

The ITRC Diffusion Sampler Information Center contains a great deal of information about the current state of diffusion sampler technology and its acceptance.

Community Acceptance
Interstate Technology and Regulatory Council (ITRC) - Diffusion Sampler Team - The ITRC Diffusion Sampler Team will participate with the Navy, USGS, and the Air Force Center for Engineering and the Environment to develop a joint protocol on when, where, and how to use diffusion samplers for groundwater monitoring.

The ITRC Diffusion Sampler Information Center contains a great deal of information about the current state of diffusion sampler technology and its acceptance.

Federal Remediation Technologies Roundtable - Diffusion Sampler Workgroup - The purpose of this group is to exchange information on the use of diffusion samplers.
