Quality Assurance/Guidance for Contract Deliverables (GCD)
AFCEE Technical Services Quality Assurance Program
This document describes the AFCEE chemistry and laboratory contracting technical quality assurance program and provides guidance to prime contractors and laboratories currently providing or intending to provide services for environmental projects contracted by AFCEE.

Guidance for Contract Deliverables (GCD)
Much of the Guidance for Contract Deliverables (GCD) models have been superseded by the Uniform Federal Policy for Quality Assurance Project Plans (UFP-QAPP). Restoration projects that are acquiring data should now follow the UFP-QAPP format when creating work plans, sampling and analysis plans, and QAPPs. The GCD models will remain on this website for reference purposes.

APPENDIX A - AFCEE Model Work Plan:
This document is a template. The contractor completes the document by supplying project-specific information. The model WP identifies the tasks to be accomplished for a specific project. Please direct comments about the AFCEE Model Work Plan to AFCEE Technology Transfer POC.

APPENDIX B - AFCEE Model Field Sampling Plan VERSION 1.1:
This document is a template. The contractor completes the document by supplying project-specific information. The model FSP identifies the minimum field sampling and field quality assurance/quality control requirements.

APPENDIX C - AFCEE Quality Assurance Project Plan VERSION 4.0:
This detailed QAPP has been prepared as a guide for use by contractors providing environmental services to AFCEE. It is designed to facilitate the preparation of site-specific, or project, QAPPs and to establish the analytical protocols and documentation necessary to ensure that data are generated, reviewed, and assessed in a consistent manner. This will ensure that the data are scientifically sound, of known and documented quality, and suitable to meet the overall project goals. This QAPP also provides the basis for review of project QAPPs by AFCEE. The project QAPP and a site-specific Field Sampling Plan (FSP) constitute, by definition, the project Sampling and Analysis Plan (SAP). These are developed as part of the systematic planning process for a project, and once accepted for use, all prime contractors and laboratories performing work in support of AFCEE contracts shall perform their services in accordance with the requirements specified therein.

APPENDIX D - Risk Assessment Methods, Version 2.1 - This detailed appendix has been prepared for use as a guidance document by contractors who perform human health and environmental risk assessment services to ensure the risk assessments produced are well reasoned and scientifically valid. Please direct comments about the AFCEE Model Work Plan to AFCEE Technology Transfer POC.

APPENDIX F - Acronyms and References, Version 1.0 - This detailed appendix has been prepared for use as a reference document by contractors who perform environmental studies and remediation services. All acronyms used and references cited in the Quality Assurance Project Plan, Model Field Sampling Plan, Model Work Plan and Risk Assessment Methods are found in this document.
