What Is ERP-O?

The Air Force Performance-Based Management (PBM) initiative (2004) provides a framework for initiating Environmental Restoration Program (ERP) cleanup actions and optimizing those actions as they progress. PBM is an approach or philosophy for managing environmental cleanup projects that uses communication between the stakeholders, systematic planning, and a thorough understanding of the site conditions to reach an economic site closure by focusing on the project goals and the results achieved. ERP optimization (ERP-O) is the title given to the program addressing optimization opportunities throughout the program.

ERP-O encompasses the principals of PBM and the subsequent initiatives. ERP-O is a continuous process in that the program is evaluated throughout its life-cycle. The management focus is shifted to the results attained rather than steps completed. Streamlined site characterization techniques are used to develop and update the conceptual site model (CSM), which is used as a planning tool throughout the project. A realistic exit strategy is an essential element that should be developed early in the project and modified as necessary to serve as a roadmap to site closure. Innovative contracting methods are used where appropriate to implement the cleanup, and optimization reviews of the cleanup operation are conducted periodically.

ERP-O has eight component elements which have been demonstrated to provide better cleanup performance-frequently at substantial savings. The elements applied to the management of environmental remediation programs are as follows:
  1. Asset management, defined problem, reuse objectives
  2. Representative Conceptual Site Model (CSM)
  3. Restoration performance risk management (RPRM)
  4. Established ARAR analysis strategy
  5. Restoration decision logic
  6. Restoration exit strategy
  7. Contracting or privatization strategy
  8. Process optimization.

The ERP-O Outreach Office
Our charter is to guide and encourage Air Force clients to embrace ERP-O as part of their core practices. ERP-O policy mandates that installations that have remedies in place or that are conducting long term monitoring activities (including monitored natural attenuation) execute a RPO program (with the help of the AFCEE/CMS Office and the technical support of the AFCEE/TDV).

History of the RPO Outreach Office
Since the late 1990s, environmental professionals at the AFCEE have been facilitating individual ERP-O activities throughout the Air Force and the Defense Logistics Agency.

In 2002, Air Staff set up a formal RPO Outreach Office to help meet the Air Force's optimization challenge and assist the MAJCOM and Installation RPO customers with their individual optimization programs. The RPO Outreach Office will help answer the question "How should I go about integrating optimization into my Air Force environmental program?"
