Environmental Decision Information Tracking Tool (EDITT)

What is EDITT?
The Environmental Decision Information Tracking Tool (EDITT) is the Air Force accepted, standardized approach for collecting the inventory of existing remediation and long term monitoring (LTM) programs. EDITT includes the former RPO Inventory and Prioritization Software (RIPS).

EDITT provides environmental decision information at your fingertips including the System Inventory (SI) and Performance Tracking Tool (PTT). EDITT provides new tools as well, including the Decision Document Inventory (D2I), the ERP-O Tracker, the RPO Recommendation Tracking Module (R2TM), the Site Inventory, the LUC/IC Inventory, the TI Waiver evaluation tool, and an inventory of emerging issues (Emerging Technologies and Emerging Contaminants). Multiple reporting options are, also, available to stream line data reporting and gap analysis.

EDITT is operated and maintained by the Restoration Outreach Office located at AFCEE/TDV. The EDITT modules are described in the following sections.

System Inventory (SI)
The SI tool (former RIPS tool) is a Web-based software tool comprised of the following components:
  1. Detailed questionnaires to capture relevant data for each remediation system/LTM program and a qualitative evaluation of performance,
  2. A database to store all data generated from the questionnaires,
  3. Site data sheets that help inventory and prioritize remediation systems and LTM programs at an installation.

There are two parts to implementing effective use of the SI tool. First, the RPM at each installation fills out an initial questionnaire, which creates an inventory of remediation systems and LTM programs at that installation. This information is loaded into the SI database. The RPM then completes detailed questionnaires in SI for each system and LTM program at that installation. The data for each remediation system is reviewed and updated annually by the installation RPM.

Performance Tracking Tool (PTT)
Tracking performance of systems and processes throughout their lives using all available data is essential to construct a true picture of their status. To facilitate this task, AFCEE/TDV developed a Performance Tracking Tool, which is available on line as part of EDITT.

The PTT addresses the following two key questions:
  1. Is the contaminant mass being reduced at the anticipated rate?
  2. Is the O&M cost consistent with projections?

PTT analyzes remediation system performance by correlating treatment performance with cost performance. The results are presented graphically showing performance over time. The analysis is presented in the form of normalized percentages that focus on performance versus expectations and are not distracted by the magnitude of the data values. In this form, the results from individual sites are additive (by site, installation, etc.).

Presently there are PTT algorithms for groundwater remediation by the following technologies:
  1. Pump and treat
  2. Soil vapor extraction
  3. Dual-phase extraction
  4. Solvent extraction
  5. Bioslurping
  6. Monitored natural attenuation
Decision Document Inventory (D2I)
The D2I maintains an inventory of all RODs and other DDs associated with Air Force sites. The need for a central repository for tracking and archiving DDs became apparent as the R-PMO assumed management of the environmental programs from the various MAJCOMs. The D2I has been expanded to track RODs and other DDs, exit strategies, ARAR waivers, and the locations where emerging contaminants have been found at Air Force sites. The D2I is updated as additions or changes are made.

ERP-O Tracker
The ERP-O Tracking module is intended to keep track of the schedule of ERP-O TAVs, the schedule of project peer reviews, the schedule of Five-Year Reviews, and applications of RSC or Triad.

RPO Recommendation Tracking Module (R2TM)
R2TM is a database of all recommendations from ERP-O TAVs along with the status of their implementation. The recommendations are entered into R2TM by the ERP-O TAV team. The database is maintained and used by the R-PMO to ensure that all of the recommendations are considered and either implemented or rejected for specific reasons.

Site Inventory Module
The Site Inventory module keeps track of all environmental sites in the Air Force, both restoration sites and compliance sites. The phase or status of each site is maintained in this module.

Land Use Control/Institutional Control (LUC/IC) Tracker
The LUC/IC module tracks the current and future land use, LUC/IC objectives, the acreage impacted, and related data. This module also provides annual reminders of LUC/IC requirements to meet federal and state reporting requirements. A graphical representation of the acreage impacted by LUC/ICs is scheduled for the summer of 2009.

Emerging Issues
Modules to track emerging issues have been added to EDITT to facilitate coordination within the Air Force ERP. A recent example is the focus on energy efficiency which is a core principle of Green, Sustainable Remediation.

EDITT Access
Users may access RIPS EDITT at http://www.editterpo.net/. EDITT is password protected. Program Managers at the RPMO, MAJCOM, Installation, and System level may be issued User IDs and passwords to enter data into EDITT. Each type of user has an appropriate level of access into the EDITT system.

The Installation RPM has access to EDITT for all of the systems and Long-term Monitoring Programs at their installation. They may view and/or update information at any time. The RPM may request additional passwords for their Support Contractors on a site by site basis.

Using EDITT
Enter or update data in EDITT
Instructions to enter or update the Web-based EDITT:
  • Access http://www.editterpo.net/
  • Enter in your appropriate User ID and Password. Note that the User ID and Password are case sensitive so please enter them in exactly as they are sent to you.

Enter the site
  • Update the System Inventory (SI) in EDITT
  • After entering the user ID and password, the next screen will identify Menu Items, select "SI/PTT" to update SI
  • The MAJCOM and Installation will be grayed
  • Select "Remediation System Data" to update the remediation system inventory
  • Select site from the pull-down menu. Contact the RPO Outreach Office at DSN 240-5294 to add new sites to the SI
  • Select system from the pull-down menu. Contact the RPO Outreach Office at DSN 240-5294 to add new systems to the SI
  • Select the latest year from the pull-down menu, consistent with the fiscal year requiring update
  • The questionnaire will be displayed; click on "Add/View Contact Information" button and update contact information for key project personnel
  • Select "Back to Questions Page" to update the questionnaire
  • Identify the date the questionnaire is completed (question #1)
  • The questionnaire is populated with data from the previous fiscal year. Review each question and response to verify accuracy, and update as necessary.
  • Select "Update" button throughout the session, since idle sessions will be logged off after 15 minutes.
  • Repeat steps as necessary for each site and system
  • After SI update is complete, select "Back to Selection Page" button
  • Select "Monitoring Program Data" to update monitoring program inventory
  • Select Program Name from the pull-down menu. Contact the RPO Outreach Office at DSN 240-5294 to add new monitoring program to the SI
  • Select the latest year from the pull-down menu, consistent with the fiscal year requiring update.
  • The questionnaire will be displayed; click on "Add/View Contact Information" button and update contact information for key project personnel
  • Select "Back to Questions Page" to update the questionnaire
  • Identify the date the questionnaire is completed (question #1)
  • The questionnaire is populated with data from the previous fiscal year. Review each question and response to verify accuracy, and update as necessary.
  • Select "Update" button throughout the session and when questionnaire is completed, since idle sessions will be logged off after 15 minutes.
  • Repeat steps as necessary for each monitoring program
  • Select "Main Menu" at the top of the screen to view reports or blank questionnaires

The Help Function
EDITT has a help function for each question. Simply pass the cursor over the question mark symbol to the left of the question and EDITT will provide more detail on the intent of that question.
