Installation Planning/Traffic and Transportation Planning Studies
Purpose
Promote increased awareness on traffic engineering planning studies.

Directives
  • DOD Instruction 6055.4, DOD Traffic Safety Program, establishes policy, responsibilities, and procedures for administering the DoD Road Safety Program to reduce deaths, injuries, and property damage caused by vehicular crashes.
    • DoD installation roads shall be maintained in a safe condition.
    • The Surface Deployment and Distribution Command (SDDC) shall coordinate and ensure DoD implementation of traffic engineering services, and coordinate with the Federal Highway Administration and other Governmental and non-Governmental agencies, as applicable.
    • Each DoD installation shall establish a program through which analyses of local DoD traffic crashes are conducted.
  • AR 55-80 (AFMAN 32-10170) Highways for National Defense, explains various traffic engineering services and establishes procedures for requesting traffic engineering services. The following services are available:
    • Formal Studies. Traffic engineering studies encompass planning, geometric design, safety, traffic control devices, and traffic operations and range in scope from on-site guidance to comprehensive analysis of a transportation system.
    • Planning Studies. A planning study differs from a traffic engineering operations study in that the planning study emphasizes how to integrate traffic management into future construction or the installation master plan.
    • Review of Plans. Plan reviews are conducted to assist installation personnel to ensure that they are not building in traffic engineering or safety problems with new construction or major renovations.
    • Advice and Assistance on Resolving Limited Problems (this may be done by telephone or a letter)./li>
    • Contracting for Commercial Traffic Engineering Services.
  • Installation Commanders desiring assistance in solving on-installation traffic problems, should complete and submit a Traffic Engineering Needs Report. See instructions and criteria for setting priorities.
