Useful Portfolio Management Links
This page is meant to provide new and seasoned Asset Managers and Portfolio Representatives with links to further information regarding the Military Housing Privatization Initiative.

Air Force Instruction (AFI) 32-6007
AFI 32-6007 describes the roles and responsibilities of each Government party involved in the privatization process. The AFI details Concept Development, including Phase I Project Identification and Phase II Project Development. Also explained is the execution stage of the project, as well as Phase II Project Acquisition, technical requirements, transaction structuring, financial information and execution funding and use of funds.

Air Force Portfolio & Asset Control & Evaluation System (Authorization Required)
AFPACES is a central "always-on" repository for all project related information including legal documents and all ongoing asset management deliverables. It plays a central role in the Portfolio & Asset Management Program by linking stakeholders to data, analysis, and each other. AFPACES is comprised of three seamlessly linked applications: a financial database, a lessons learned database, and a document library.

Air Force Real Property Agency (AFRPA)
The mission of the Air Force Real Property Agency (AFRPA) is to acquire and dispose of all Air Force-controlled real property worldwide and to execute environmental programs and real and personal property conversion efforts for Air Force bases being closed or realigned under the authorities of the Base Closure and Realignment Act of 1988 and the Defense Base Closure and Realignment Act of 1990.

Association of Defense Communities (ADC)
The Association of Defense Communities (ADC), formerly NAID, is the nation's leading membership organization supporting communities with active, closed and closing defense installations. The Association's 1,200 members unite the diverse interests of communities, the private sector and the military on issues of mission enhancement/realignment, community-base partnerships, privatization and closure/redevelopment.

Automated Housing Referral Network (AHRN)
The Automated Housing Referral Network (AHRN.com) is sponsored by the Department of Defense and is designed to improve the process of securing available housing for relocating military members and their families.

Defense Finance and Accounting Service (DFAS)
DFAS is the agency responsible for paying America's service members. This site provides help, news and links related to military pay. It also provides access to myPay management system.

Department of Defense Basic Allowance for Housing (BAH)
The intent of BAH is to provide uniformed service members with permanent duty within the 50 United States accurate and equitable housing compensation based on housing costs in local civilian housing markets. This site provides access to BAH rates, as well as a variety of information resources.

Department of Defense Military Housing Privatization Program
Site of the Office of the Deputy Undersecretary of Defense (Installations and Environment). Provides an overview of MHPI, information on current and future projects, answers to FAQs and references.

The U.S. Air Force Housing Privatization Portfolio Management Best Practices/Lessons Learned Database is a powerful new tool for sharing best practices and lessons learned in the course of executing portfolio management across the portfolio of U.S. Air Force Housing Privatization projects. This database is housed within AFPACES.

Registered users of this database have the ability to:
  • Submit lessons learned related to an individual privatization project or topic
  • Enhance existing lessons learned with new information
  • Browse lessons learned from other projects by topic, by site, or timeframe
  • Search for lessons learned that match specified criteria

Professional Housing Management Association (PHMA)
The mission of PHMA is to contribute to better quality housing for military members and their families by continuously raising the level of proficiency and professionalism within the military services' housing profession through improved communications and networking; education and training; certification; and professional recognition.

Program Evaluation Plan (PEP)
OSD and the military services use the MHPI Program Evaluation Plan (PEP) as a tool to evaluate the costs and benefits of MHPI. The PEP requires semiannual reporting to OSD (30 June and 31 December) for all awarded MHPI projects. The PEP assists OSD in measuring MHPI effectiveness and in evaluating the strengths and weaknesses of individual projects in achieving military housing objectives.

United States Army Residential Communities Initiative
The Army's RCI Office is responsible for implementing the MHPI process for Soldiers and their families. Their site includes Program Information, RFQ/Solicitations Information, Training Information and Links to contacts and associated agencies.

United States Navy and United States Marine Corps Housing Privatization
The Navy's Public Private Ventures division of the CNI Office is responsible for implementing the MHPI process for Sailors and Marines and their families. Their site includes Program Information and News, Information on Projects (Awarded, in Procurement and Under Evaluation), as well as links to other Navy and Marines Public Private Ventures.
