Stakeholders
Air Force Instruction (AFI) 32-6007 describes the roles and responsibilities of each government party involved in the housing privatization process. The categories of stakeholder listed below are specific to the Program.

Executive Level - Executive level stakeholders draft Air Force policy documents, act as advocates for the AF Military Housing Privatization Initiative to Congress and the Secretary of Defense, and provide legal, financial and technical support to the Program. The Executive Steering Group is the primary executive-level stakeholder and includes representatives from: the Deputy Assistant Secretary of the Air Force, Installations (SAF/IEI); the Air Force Civil Engineer (AF/A7C); the Office of the General Counsel of the Air Force, Installations and Environmental Law (SAF/GCN); the Office of the General Counsel of the Air Force, Acquisition Law (SAF/GCQ); the Deputy Assistant Secretary of the Air Force for Contracting (SAF/AQC); the Deputy Assistant Secretary of the Air Force for Budget (SAF/FMB), Deputy Assistant Secretary of the Air Force for Cost and Economics (SAF/FMC); Air Force Judge Advocate General (SAF/JA); and the Air Force Center for Engineering and the Environment (AFCEE).

Portfolio Level - The primary Portfolio level stakeholder is the AFCEE Housing Privatization Program Office, Portfolio Management (AFCEE/HDPM). AFCEE/HDPM executes all processes, procedures, and activities to ensure the Air Force maintains the appropriate oversight and control of all MHPI projects, including: recommendations for policy or process changes that must be approved by the ESG, document management, monitoring, evaluation, reporting, and funds management. The Portfolio Manager ensures decisions are made in the best interests of the Air Force, ensures compliance with transactions and implements best business practices across the Portfolio to improve performance.

Asset Level - Asset-level stakeholders improve and maintain the asset, provide tenant/customer support, train Asset support staff, and perform and ensure the successful performance of the day to day tasks required by the Project documentation. Asset level stakeholders include Installation and MAJCOM staff assigned to the Project, the AFCEE Housing Privatization Asset Management branch (AFCEE/HDPA) and the Project Owner.
