Annual Site Assessment
The Annual Site Visit is an on-site visit from the AF Portfolio Management Team to assess the overall health and condition of the Project and performance of key stakeholders (Project Owner, Property Manager, and Installation Housing Office). The visit establishes a baseline to compare conditions over time (trends) that is consistently applied across the Portfolio, provides independent and expert assessment, and strengthens relationships among stakeholders.
The AF Portfolio Manager commissioned the creation of an annual site visit process and checklist, based upon private sector best practices. The process melds the requirements of the transaction with those that any prudent private sector real estate professional would want to know. The process is not an audit, but rather an in-depth look at the physical aspects of a project in addition to project owner's financial and performance reports.
Additionally, the annual site visit evaluates key relationships between stakeholders to facilitate problem identification, joint problem solving, process improvement, and goal alignment of all parties. The annual site visit is only one component of the Portfolio Management process. Technical compliance is also monitored through the Quarterly Reports, PEP Reports, Compliance Testing and Annual Insurance Reviews (discussed elsewhere on this website). AF Portfolio Management measures project performance against relevant benchmarks whenever such benchmarks are available and appropriate through each of these Portfolio Management tools.
This review is comprised of six main components:
Data Collection process and procedures

Housing Unit Assessment: A walk-through visual inspection of selected housing units
Property Management Assessment: A review of key property management and operations activities
Maintenance Assessment: A review of maintenance operations activities
Administration Assessment: A review of basic administrative activities deemed necessary / desirable to conduct operations efficiently and effectively
