PEP Reporting
The Program Evaluation Plan (PEP) is a semiannual assessment of key housing privatization project metrics for delivery to the Office of the Secretary of Defense (OSD). The PEP provides the OSD with a high level summary of all military privatization projects, which includes the following information:
  • Financial Health
  • Physical Condition
  • Tenant Demographic and Trends
  • Project Structure
  • Service Portfolio
  • Department of Defense Portfolio (including all military services)

The PEP consists of the following three reporting components:
Program Fact Sheet - a static view of key financial, timeline, and other project structure metrics at transaction closing that should remain consistent for each reporting period. Sample report.

Program Monitoring Matrix - a compilation of ongoing financial, developmental, and operational metrics that change over time.

Project Summary Report - a summary of the following information:
  • Financial Performance
  • Management and Operations activities and metrics
  • Development and Construction activities
  • Member tenant satisfaction
  • Other significant project highlights

Sample report

The PEP process begins one and one-half to two months before PEP submittals are due. The Portfolio Manager initiates this process by notifying asset-level stakeholders (Installation, MAJCOM) of required updates to the report. Following initial notification, portfolio support staff conduct data calls with Asset Management staff to identify and update the components of the report. Each Project produces a draft Fact Sheet, Monitoring Matrix, and Project Summary Report that is reviewed by all stakeholders. Following a series of reviews by portfolio and asset-level stakeholders, the Portfolio Manager compiles submittals from all installations into a consolidated Program Fact Sheet, Monitoring Matrix, and Project Summary Report. The Portfolio Manager drafts a portfolio-level executive summary and the PEP is submitted to Air Staff and OSD for review and approval.
