Initial Services
Initial Services include a series of training classes and workshops designed to assist and support Asset-level staff during each phase of the Privatization Services Lifecycle and to familiarize Asset Managers with the Asset and Portfolio-level tools that are available through the Program. The workshops ensure the effective transition of responsibilities between installation housing staff and the private sector, while educating installation housing staff members on new roles in the Project. Training provides installation housing and MAJCOM support staff a comprehensive overview of the Portfolio and Asset Management Program, an understanding of the utility and purpose of Program tools and resources, and practical exercises designed to enhance participant's asset management skills. Through a series of visits to the Installation, and utilizing accompanying tools and documents, Portfolio Management will assist the Installation housing flight as it transitions into its new role within the privatized housing project. This transition includes information sessions and hands-on training to understand the program and specific responsibilities while fostering a positive relationship with the private sector partner. Excluding the Orientation Site Visit that will occur prior to transaction closing, all other visits and deliverables will be completed within 90 days of transaction closing.

bullet Facilitated Transition Workshop
The Facilitated Transition Workshop is designed to assist Installation housing staffs in transitioning from a housing management role to a privatized housing oversight role and to understand their new roles and responsibilities. The target audience for this workshop is the Installation Flight Chief/Asset Manager, Family Housing staff and others at the installation supporting the Asset Management Team. To request this workshop, have your MAJCOM liaison coordinate with AFCEE Housing Privatization Division, Operations branch.
Funding: AFCEE provides the funding for this workshop.

bullet Asset Manager Training
The Asset Managers Training provides a comprehensive review of the Portfolio and Asset Management Program. This course is designed to familiarize participants with the utility and benefits of AFCEE's Portfolio Management Tools and to provide an in-depth understanding of AFCEE's processes, people, and services. To request this training, contact HQ AFCEE/HDPA.

bullet  Air Force Housing Privatization Workshop
Two workshops (AFCEE Housing Privatization Workshop and Lessons Learned Workshop) were combined into the Air Force Housing Privatization Workshop, designed to capture the best practices and lessons learned across the Air Force portfolio. Participants are encouraged to attend one of three tracks for the workshop depending on the participant Project's development in the phases of the Privatization Services Life-cycle. Track 1 focuses on Transition Assistance and covers the Project Development Team (PDT) through Acquisition Support Team (AST) milestone. Track 2 addresses the Project closing and covers the notification of the selected offerer through transaction closing. Track 3 focuses on post-closing activities and covers the latest tactics, techniques, and procedures being used by peers to maximize the potential of current projects in the Portfolio. bullet Orientation Site Visit (OSV)
The Orientation Site Visit is the first of three Initial visits to the Installation. This should take place within 90 days prior to transaction closing and will typically span one full day. During the visit, facilitators will present an overview of the Portfolio and Asset Management program. Topics for discussion include stakeholder relationships and responsibilities, an introduction to AFPACES, and lessons learned from previous transaction closings.
bullet Asset Management Start-Up Visit (AMSU)
The Asset Management Initial Visit will take place within 30 days following the transaction closing. This is a full-week workshop centered around hands-on training and focused on understanding the specifics of the project, including the legal documents and management plans that were agreed upon at the transaction closing. Portfolio Management will also lead a Project Owner partnering session and training activities regarding the budget review process and hosting Management Review Committee (MRC) meetings.
bullet Roles and Responsibilities Visit (R&R)
The Roles and Responsibilities Visit will take place between 30 and 90 days after the transaction closing and serves as a follow-up to the AMSU visit. This visit will focus on the effectiveness of the processes in place regarding construction and design review oversight, property management functions, referrals and any other issues that have arisen.

bullet Executive Summary
The Executive Summary is a 30-50 page document describing the transaction structure and key stakeholders, and includes information on the development scope, operations, and finances. Its purpose is to provide a single "desk guide" reference for the project and is used to brief new stakeholders seeking to understand the project. The Executive Summary is composed shortly after the receipt of the final, signed transaction documents.
bullet Insurance Summary
The Insurance Summary is a comprehensive review of the insurance requirements related to the transaction as dictated by the legal documents. Additionally included is an initial review of the project's current policies and coverage. A team of commercial insurance specialists performs an analysis of coverage to ensure the Air Force interests are properly protected. Annual insurance reviews will take place following this initial review.
bullet Compliance Checklist
The Compliance Checklist is a tool used to ensure that stakeholders are operating the project in accordance with the project's key legal documents. This checklist will identify a responsible party for verifying each item and allows stakeholders to identify potential issues before they become serious problems. The checklist will be finalized with the Installation during the AMSU and R&R visits and will be utilized on a quarterly basis to verify compliance.
bullet Project Fact Sheet
The Project Fact Sheet is a quick, one-page document detailing the development scope, funding and financing for the project. The fact sheet for each project is posted to the AFCEE Web site for reference.
bullet Program Evaluation Plan (PEP) Fact Sheet
The Program Evaluation Plan, or PEP, is an OSD tool used to maintain oversight on the Military Housing Privatization Initiative. During the AMSU, Portfolio Management will work with the Installation to complete the initial PEP fact sheet, which contains static information about the project. PEP reporting is done semi-annually, and the fact sheet is included with each submittal. Sample PEP Fact Sheet.
bullet AFPACES Set-Up
Portfolio Management will set-up and train the key Installation personnel in the use of AFPACES (Air Force Portfolio & Asset Control & Evaluation System), which is the online portal used to hold all key documents and reports associated with each project. AFPACES home page.
