Background and Purpose
Air Staff defined the basic goals and objectives for the Air Force Center for Engineering and the Environment (AFCEE) in the context of the Project Management Phase of the schedule of privatization services. The authority and general scope of the Program is defined in the Housing Privatization Portfolio Management Delegation Letter, dated 21 February 2001, and the Military Housing Privatization Initiative Portfolio Management Program Letter, dated 3 January 2003.

The Portfolio and Asset Management Program (Program) encompasses the means by which AFCEE accomplishes the goals and objectives established by Air Staff. The Program encompasses the activities and services in Phase IV, "Project Management," displayed below. The Project Management phase begins after the finalization of the legal, fiscal, and operational guidance documents and contracts at the conclusion of the Project Acquisition phase (Project Transaction Closing). The Program activities formally begin prior to transaction closing at the end of the Acquisition Phase. As transaction documents and contracts are finalized, program participants begin reviewing the documentation and interacting with other Project stakeholders to gain an understanding of Project details. Additionally, Program participants will receive guidance and training on the services and resources available through the Program.

Purpose
Portfolio and Asset Management is the collaborative process whereby the Portfolio and Asset-level program participants satisfy the legal, fiscal, operational and mission-specific obligations of each Air Force privatized housing project in the context of the Military Housing Privatization Initiative.
  • Legal Obligations - the contractually binding documents dictating the activities to be performed according to the legal documents governing the privatized housing projects
  • Fiscal Obligations - the fiduciary responsibility to act in the best interest of the projects to ensure privatized housing project feasibility and long term financial success
  • Operational Obligations - the responsibility and associated actions required to maintain a market competitive property
  • Mission-specific - the over-arching responsibility to improve the quality of life for military service members by improving the condition of their housing
