PEP Definition, Goals, and Objectives
The MHPI Program Evaluation Plan (PEP) is a standardized, semiannual report submitted by all military services to OSD to evaluate the costs and benefits of the MHPI program, as well as monitor the physical and financial health of awarded projects. The PEP is an executive-level report that assists OSD in measuring the MHPI program's effectiveness and in evaluating the strengths and weaknesses of individual projects in achieving military housing objectives.
Roles and Responsibilities
Asset Managers are responsible for providing project data and information inputs to the Portfolio Manager and assisting in the review of draft reports. The AFCEE Portfolio Management Team consolidates all asset-level PEP inputs, facilitates the draft report review process, and prepares the final portfolio-level PEP report for submittal to OSD.
Process and/or Metrics
Each project's PEP report consists of three sections: the fact sheet, monitoring matrix, and project summary. The fact sheet contains static information as of the transaction closing date. The Monitoring Matrix and Project Summary both contain dynamic information and several project performance metrics. PEP reports cover the six month periods ending 30 June and 31 December.
