Construction Surveillance Definition, Goals, and Objectives
Although the Project Owner is responsible for project adherence to codes, laws, and the transaction documents, the Air Force remains involved in the construction process in an oversight capacity. Air Force oversight includes participation in the design-review process, monitoring adherence to the construction schedule, conducting on-site observation of the Owner's quality assurance/quality control programs, and facilitating dispute resolution through informal and, if necessary, formal channels. Ultimately, construction surveillance protects the Government's interests, verifies the Project Owner is meeting their obligations, and helps to ensure the highest quality housing units are delivered to service members and their families.
Roles and Responsibilities
The Asset Manager will ensure routine meetings are conducted to share information, encourage partnering, and facilitate resolution of construction issues. Additionally, the installation is responsible for ensuring day-to-day on-site construction surveillance is conducted and discrepancies are properly reported. If a dispute related to construction occurs, the Asset Manager is responsible for ensuring the formal resolution process outlined in the transaction documents is followed. The AFCEE Portfolio Management Team provides formal construction surveillance training, conducts Initial Development Period (IDP) assistance visits, provides legal guidance on dispute issues, and reports construction progress and issues to strategic-level stakeholders.
Process and/or Metrics
During the IDP, the Project's progress is continually compared to the original design, construction, and unit delivery schedules. This information along with other important construction issues are communicated by the Asset Manager in the partnering meeting minutes. The Project Owner's ability to meet originally scheduled construction milestones and obligations is assessed and assigned a performance rating by the Portfolio Management Team in the Quarterly Project Reports.
