Compliance Testing Definition, Goals, and Objectives
Compliance Testing is the quarterly assessment of stakeholder compliance with the obligations and responsibilities mandated in transaction legal documents in order to protect Air Force interests. The Compliance Testing tool is used to assess legal compliance while the Compliance Testing report documents observations and analysis. Additionally, Compliance Testing reports include the date a non-compliance issue occurred and a recommended corrective course of action. Ultimately, Compliance Testing is the most basic and fundamental process in place to ensure project legal requirements are met and obligatory actionable items are not overlooked.
Roles and Responsibilities
Asset Managers are responsible for integrating the Compliance Testing tool into their ongoing oversight processes and day-to-day procedures. On a quarterly basis, Asset Managers will complete the installation's section of the Compliance Testing tool and track the status of non-compliant items in the AFPACES "Compliance Tasks" tool. The AFCEE Portfolio Management Team develops the Compliance testing tool, provides Compliance Testing training, facilitates the Compliance Testing process, and on a quarterly basis generates the Compliance Testing report.
Process and/or Metrics
Through the Compliance Testing process, Asset Managers have the ability to tailor their oversight functions to meet issues unique to their office staff and Project Owner relationship. This process encourages Asset Managers to work with the Project Owner to resolve Asset Level non-compliance issues in a proactive and timely manner, while formally documenting and reporting these issues to the Portfolio Level.
