In August 1998, AFCEE was designated by The Air Force Civil Engineer (AF/ILE) as the Air Force's Military Family Housing Privatization Center of Excellence (see AFCEE Charter). To support Air Force housing privatization, AFCEE has developed an internal project management structure and approach that can be tailored to particular installation or Major Command (MAJCOM) needs for cradle-to-grave program management. Key elements of this approach include assignment of an experienced project manager, availability of specialized contracting, financial, and legal support services, customized statements of work and contract vehicles, and development of specialized materials.

AFCEE's charter states that AFCEE will serve as the primary service agent on all Air Force Housing Privatization efforts to complete feasibility analyses, develop project concepts and solicitations, and provide support to the integrated acquisition teams which will execute the projects. However, the role of AFCEE on any given project may be adapted based on installation or MAJCOM experience, skills, and needs. Typically, AFCEE will lead (or support the installation or MAJCOM in leading) the Project Development Team (PDT) and the Acquisition Support Team (AST). The MAJCOM will be assigned from SAF/IEI, the decision authority, and AFCEE and MAJCOM project managers will co-chair the AST. AFCEE will serve as the primary communication link between the Privatization Real Estate Support Services (PRESS) (as well as any other consultants) and the Government and will be responsible for overseeing consultants' work. Once a developer is selected, AFCEE can support the MAJCOM and base by providing ancillary services in support of the housing programs, such as inspection services and facilitator partnering sessions. AFCEE also provides overall portfolio management of all privatized projects for the Air Force.
