Cold War Historic Properties
In 1991 Congress allocated funds to develop the Legacy Resource Management Program. This program was designed to provide stewardship over specified physical and paper historic records within Department of Defense jurisdiction. One of the clearly identified areas of focus was the Cold War. The intent of the Legacy Cold War Task Force, under the direction of Dr. Rebecca Hancock Cameron, was to establish a plan for identifying and managing significant historical resources related to the Cold War, a period defined as falling between the years 1946 and 1989.

Since 1991, the DoD has undertaken the monumental task of defining its part in the Cold War, and attempting to identify, evaluate and manage Cold War resources in order to prevent loss of the history of this critical period of American history. Scores of historians, historic landscape architects, archeologists and others have concentrated their efforts to this end. This work will most likely continue for years to come.

Significant headway has been made in research and the formulation of guidelines. Many projects have been undertaken to identify and evaluate Cold War sites and resources. The Army, Air Force, and Navy have all issued interim guidelines for managing Cold War resources. Additionally, the Advisory Council on Historic Preservation and the National Park Service (NPS) have included information about the evaluation of Cold War resources, and other resources of the recent past, in their guidance.

Between January 1996 and June 1998, USACERL published a series of newsletters to provide a forum to share findings, questions and concerns, and to provide cultural resources personnel within the DoD a regular update on Cold War-related projects, legislation, meetings, and other key events. Each issue contained information regarding Cold War projects, completed or in process, within the DoD. Questionnaires were sent to cultural resources managers within the Navy, Air Force, and Army, requesting the names and locations of Cold War projects, a short abstract describing the nature of the project, point of contact, status, expected completion date, and, where applicable, a commentary on methodology and results of the study. Summaries of the projects were presented in the newsletters and compiled and are presented here.
