The Air Force awards multi-billion dollar contracts for environmental remediation programs annually. To prepare them to effectively manage these programs, Air Force program and project managers are offered training opportunities to gain a better understanding of the contractual and technical elements of environmental remediation.

NOTE: Training is provided internally (on a periodic basis) and through established workshops and conferences.

Contract Training
Understanding how to develop contract provisions, language, and evaluation mechanisms in contracts is important. But it is also critical for Air Force project managers to understand chemistry components that may be embedded in contracts. This may involve developing effective statements of work, government cost estimates, and proposal evaluation criteria for projects containing chemistry services that include sampling, analysis, and data validation. With a team of multidisciplinary professionals, AFCEE/TDV Chemistry offers training to help Air Force program managers understand confusing chemistry components included in large and complex contracts.

Quality Management Process Training
Do you know what elements of a quality system a contractor should include during project planning and execution? Do you know the criteria by which they are assessed? Training is available to evaluate a contractor's quality system for both field and laboratory operations, including subcontracted services and analytical laboratories.

AFCEE/TDV Chemistry periodically offers training to AF project managers on topics that support evaluation of prime contractor quality systems. This training includes:
  • Effective scoping of the project quality systems in statements of work
  • The value of, and need for quality systems
  • The structure of quality systems
  • Key elements of a good quality system
  • Methods for assessing data quality and evaluating contractor lab and field quality programs
Finally, training is available to help Air Force project managers understand UFP guidance for quality systems including guidance for the Quality Management Plan, QAPP, etc. AFCEE/TDV Chemistry also provides training to Air Force project managers on a project or program's overall quality management process, specifically:

  • The Uniform Federal Policy (UFP)
  • Derived requirements like the Quality Assurance Project Plans (QAPP) guidance
  • The EPA Data Quality Objectives concept
Rapid Site Characterization (RSC) Decision Support Training
How do you determine if RSC will be advantageous to your project? AFCEE/TDV Chemistry offers a Web-based training tool that trains Air Force project managers how to determine whether RSC will be beneficial to their site. Learn more about RSC.

Training for AFCEE Contractors
Contractors are expected to deliver quality services that support the Air Force's environmental mission. AFCEE/TDV Chemistry is prepared to assist contractors to become familiar with DoD environmental best practices, and how to use quality assurance tools to ensure their products and services meet Air Force standards.

Contractor personnel can take advantage of technical training to improve their understanding of AFCEE needs for information and analysis, Government expectations regarding contractor quality systems in the field, and laboratory and AFCEE technical initiatives.

UFP-QAPP Training
AFCEE/TDV Chemistry can provide training on developing a Quality Assurance Project Plan (QAPP) using the Uniform Federal Policy (UFP) format. This training introduces the UFP-QAPP and describes Air Force implementation. Recommendations for conducting a scoping session are provided, and the importance of systematic planning in the scoping session is discussed. Strategies for completing some of the more complex worksheets are also presented. Some best practices seen in the preparation of UFP-QAPPs are also reviewed. Similar training was given at Tyndall AFB and the Air Force Restoration Technology Transfer Workshop. View slides of the Tyndall presentation .

Guidance for Contract Deliverables (GCD) Training
AFCEE/TDV Chemistry also provides training on the GCD for ongoing projects. The GCD is a helpful reference to quality requirements, formats, criteria, and processes.

NOTE: The GCD superseded the 1993 Handbook for the Installation Restoration Program (IRP), Remedial Investigation/Feasibility Studies (RI/FS).

The GCD provides guidance to AFCEE contractors in performing work and preparing documents related to the IRP on active and closure bases. The GCD consists of the following modules published by AFCEE:
NOTE: As AFCEE transitions to the UFP-QAPP the Model WP, FSP, and QAPP documents will become legacy documents. For new projects, please check with your contract requirements and AFCEE/TDV Chemistry before using these legacy documents to prepare contract deliverables.

Employing a Forensic Chemistry (FC) Approach Training
trainingForensic chemistry may sound like the latest trend in hit TV shows, but in special cases, AFCEE/TDV Chemistry can evaluate trade-offs, and FC can be used to address an environmental issue. Whether it is finding more effective alternatives to conventional investigation techniques or providing additional lines of evidence to reduce risk or uncertainty, FC can help reduce your overall project costs and/or facilitate defensible environmental decisions.

AFCEE/TDV Chemistry has developed a short course in the objectives, benefits, and technical methods of FC, as it is applied to environmental remediation. This short course is offered periodically, and can be presented on request to serve special project needs. Please contact AFCEE/TDV Chemistry for current course schedule.
